A HMO (House in Multiple Occupation) is defined by the 2004 Housing Act, in which a property is occupied by 3 or more tenants who are not living together as a family, who share basic amenities such as a bathroom, toilet or cooking facilities but have separate bedrooms.

Why do I need a HMO licensing plan?

New regulations have been published that will expand the mandatory HMO licensing scheme across England on 1 October 2018.

The Licensing of Houses in Multiple Occupation (Prescribed Description)(England) Order 2018 was laid before Parliament on 23 February 2018 and comes into force on 1 October 2018.
 

Under the new arrangements, all Houses in Multiple Occupation (HMOs) occupied by five or more people will need to be licensed throughout England. The licensing scheme was previously restricted to properties that comprised three or more storeys

As a simple rule of thumb, an HMO is any property (house of flat) occupied by three or more people comprising two or more households who share facilities (kitchen, bathroom and/or toilet) and occupy the property as their only or main residence, even if they are all friends and occupy the property on a single tenancy.
